chore(release): prepare for v0.3.0

Adds the Defaults.gitlab-ci.yml to the CI configuration, allowing for 
a more standardized setup across projects. This change enhances 
efficiency by leveraging shared configurations, reducing the need for 
duplicate settings in individual pipeline files.
