chore(ci): update CI configuration for pipeline templates

Add additional CI templates for more flexible workflows. 
Include the Defaults.gitlab-ci.yml to standardize 
settings and add another project reference for 
enhanced release management. This improves 
project consistency and maintainability across 
different environments.
