revert: drop committed .buildtools.yaml; use BUILDTOOLS_CONTENT secret

Matches the other shiny repos — .buildtools.yaml is per-developer and globally gitignored. The CI uses BUILDTOOLS_CONTENT injected from a repo secret which must be configured separately by an admin.
