gqlgen's DefaultRecover prints the panic and debug.PrintStack() to stderr, so the log collector stores every stack line as a separate, level-less entry. Recover logs the panic as a single ERROR record via slog.Default() with panic, stack and path attributes, records it on the active span with status Error, and returns the generic "internal system error" without leaking the panic text. Install with srv.SetRecoverFunc(otelsetup.Recover).

## Why
authz-service now publishes through pg/v2's transactional outbox, and nothing measured it: `NewEventsourcedMetrics` ignored the `pg.Outbox*` metrics. Without them a failing or abandoned publish (a lost privilege revocation for running authz_clients) can't be alerted on.
## What
- `pg.OutboxPublish` → histogram `eventsourced.outbox.publish.duration` (`event.type`, `success`)
- `pg.OutboxRetry` → counter `eventsourced.outbox.retries` (`event.type`, `permanent`)
- `pg.OutboxBatch` / `pg.OutboxCleanup` stay ignored.
otelsetup now imports `codeberg.org/eventsourced/pg/v2` v2.1.1 (`go` directive becomes 1.26.0; grpc patch bump via MVS). All current consumers already depend on pg/v2; a release raises their minimum to v2.1.1.
## Tests
`go test -race ./...` green; the contract test records both new metrics.

## Summary
- `vladopajic/go-test-coverage@v2` (v2.18.5+, released 2026-04-26/27) restructured its composite action to pass inputs via env-var mapping. Gitea `act_runner` doesn't expand `${{ }}` expressions inside docker-action `env:` blocks reliably, so the literal string `${{ inputs.config }}` reached the binary and broke the 'Check coverage' step.
- Replace the action with a direct `go install` + binary invocation (matching the established Frostmoln pattern).
- Use `--github-action-output` to expose `total-coverage` as a step output, replacing the manual `go tool cover -func | grep | awk` calculations.
- Baseline artifact now stores the percentage directly instead of the full coverage profile.
